Pillar Two: Modelling

Building Costing That Reflects Reality

Most costing models are built to meet requirements. They reconcile, balance, and submit. But too often, they struggle to represent how services actually operate. Modelling is not about constructing a perfect technical solution — it is about building a representation of the organisation that is recognisable, usable, and trusted by the people delivering care.

Foundation
At its core, modelling is the process of translating real-world complexity — resources, pathways, behaviours — into something structured. But if that structure doesn’t reflect reality, it quickly becomes disconnected from the decisions it is meant to support.

Connection
Effective models are grounded in how services actually run. They reflect variation, constraints, and the way work flows across teams and departments. When clinicians and operational leaders can see themselves in the model, engagement shifts immediately.

Focus
This means prioritising what matters. Not every detail needs to be modelled, but the right drivers must be. Time, activity, workforce, and flow need to be represented in a way that supports meaningful insight — not just technical completeness.

Balance
There is always a tension between accuracy and usability. Overly complex models become fragile and inaccessible. Overly simple models lose credibility. The discipline lies in finding the balance—building something robust enough to trust, but simple enough to use.

Evolution
Modelling is not static. It evolves as understanding improves, data quality increases, and organisational priorities shift. The best models are not finished — they are continuously refined.

Outcome
When modelling is done well, costing stops being an abstract exercise. It becomes a credible reflection of how the organisation works, capable of supporting analysis, testing assumptions, and underpinning real decisions.

Change
If your current model feels disconnected from reality, overly complex, or difficult to explain—this is where it starts to become something different.
